If someone has a Nazi flag on their wall in their bedroom does it make them a neo-Nazi?

Beliefs make one a nazi or non-nazi. Not what's hanging on your wall. He could have a Soviet flag hanging next to it. Does that make him some impossible soviet-nazi? Nope. Just means he's fascinated with authoritarian regimes or World War II.
