Why does God ignore most of the folks praying in Africa?

You'd think God would help more of them over there, seeing how terrible it is. Yet for some reason, he seems to help out people in First World countries more often, helping surgeries go well, curing cancer, making football teams win... while millions die in Africa from wars, starvation, HIV, malaria and the like.
