Volunteering in Rural Hanoi area & visiting Ha long Bay, will repellent be enough rather than Malaria tablets?

Visited Halong Bay a month ago, doctor told us there was no need for malaria tablets, we didn't even use repellent with a family of five, 3 children. everyone was completely fine. in highly domesticated areas in vietnam, along the coastal trail and tourist trail you do not need tablets.
