Who is to blame for the Rombacare mandate Romney or Obama?

The way I see it and yes I remember it very well. Romney was the one who demanded that Obama put the mandate in his Obamacare. Without it most neo cons would not have helped Obamacare. As a matter of fact Obama didn't want it at first until he found out that welfare recipients would get the free ride he wanted. Once Obama heard that he was sold and agreed with the neo con Romney fans. Romney is a punish the middle and give to the welfare Obama fans pile of crap.
