IPod Touch 4+basic phone or android smartphone?

Hey all i recently broke my phone so was considering getting a new one..... I hav a budget of about 23k n so was thinking to get a Xperia Neo........ But then my friend just recently purchased an iPod Touch 4 (15.5k) n i loved it..... The games in it were awesonme........ So now i am confused wether i shud buy d Xperia Neo or get d IPod Touch 4 + a basic phone with d remaining money........ Does the android compare to d gaming standards of the iPod????????
